The PhD statement of purpose is a research proposal in disguise

In short
Doctoral admission is closer to research hiring than to admissions. The statement's job is to make one or two named faculty want to supervise you, which means a research question at question level rather than field level, evidence you can already do the methods, and honesty about what you cannot yet do.
Everyone in a competitive doctoral pool has good grades, so a statement built around your record competes on the axis where the pool is indistinguishable.

A question, not a field
"I am interested in machine learning" places you with several thousand other applicants. "I want to work on why medical imaging models degrade across scanner vendors, and whether metadata leakage explains most of it" places you with a handful, and tells a supervisor whether they are one of them.
Narrow enough to be a question, wide enough that you are not committing to a thesis you have not yet started.
Method is evidence
Say what you can already do: the techniques, instruments, languages or field methods you have used and on what. A supervisor is assessing how long before you are productive, and specifics about method answer that better than any claim about aptitude.
Being explicit about what you have not done is not a weakness. A candidate who knows the boundary of their competence is easier to supervise than one who implies none exists.
Name two or three faculty, and read them properly
Listing five names as insurance signals that none was read closely. Two or three, with something specific about each, a paper, a result you would build on, a disagreement even, is far stronger.
For thesis-based programmes at Canadian universities this is not optional. Admission frequently depends on a faculty member agreeing to supervise before the committee ever meets.
Funding follows the supervisor
In the US, doctoral funding usually arrives as an assistantship awarded by the department, and departmental interest is what produces it. That is the practical reason faculty fit outranks everything else in a doctoral statement; it is the mechanism by which an offer comes with money attached.

Usually 800 to 1,500 words depending on the department, and several programmes also request a separate research statement or writing sample. Where both are asked for, keep the statement of purpose focused on fit and trajectory and let the research statement carry the technical depth.
Do I need to contact a supervisor before applying for a PhD?
In most Canadian and many European thesis programmes, effectively yes; admission often depends on a faculty member agreeing to supervise. In US doctoral programmes admission is usually committee-run with supervisor matching afterwards, though naming faculty in the statement still matters a great deal.
