The PGWP language requirement
In short
Since 1 November 2024 a post-graduation work permit requires a language test: CLB 7 for university bachelor's, master's and doctoral graduates, CLB 5 for college and other non-university programmes, in all four skills with no averaging. It must be IELTS General Training rather than the Academic test you sat for admission, and the result has to be uploaded to the Client Information section because the portal has no slot for it.
Two things about this requirement catch people out, and neither is the level itself. The first is that the accepted IELTS is General Training, which is not the test almost every Indian applicant has already taken. The second is that the application portal has nowhere obvious to upload the result, and applications have been refused because of it.

What the requirement actually is
A language test result is required for every post-graduation work permit application submitted on or after 1 November 2024. Applications submitted before that date are not subject to it.
The level depends on what you studied. University bachelor's, master's and doctoral graduates, and graduates of other university programmes, need Canadian Language Benchmarks 7 in English or NCLC 7 in French. Graduates of college, polytechnic and other non-university programmes need CLB 5 or NCLC 5. The full rule is on the IRCC eligibility page.
The requirement is in all four skills. There is no averaging and no compensating: a strong reading score does not carry a weak writing one, and a single band below the threshold fails the whole requirement.
The scores, in the units you actually think in
CLB is a scale most applicants never encounter until this point. These are the equivalents IRCC publishes, and the reading requirement at CLB 5 is genuinely lower than the other three, which surprises people.

It has to be General Training, not Academic
This is the single most expensive misunderstanding on this topic. You sat IELTS Academic to get your admission offer, because that is what universities require. IRCC accepts IELTS General Training for the post-graduation work permit, and the two are different tests with different reading and writing sections.
So an Academic result, however strong, does not satisfy this requirement. You have to sit General Training separately, which means booking, paying and waiting for a second test at the end of your programme rather than the beginning.
The other accepted tests are CELPIP-General and PTE Core. If you are choosing now, sit whichever you will actually score well in; there is no advantage to IRCC in one over another.
The upload trap, which is refusing real applications
The portal does not have a document slot for the language result. IRCC has said this is a system limitation, and many applicants have reasonably concluded that because there is nowhere to upload it, it is not needed for them.
It is needed. IRCC issued instructions in December 2025 confirming that the language result, and the proof of an eligible field of study where that applies, go in the Client Information section of your online account rather than in the document checklist.
One further detail that catches people: that section holds a single file. A second upload replaces the first rather than sitting beside it, so where you need to submit more than one document, merge them into one PDF before uploading.
If you have already submitted without it, you can still add it. IRCC's web form has an option to add a document to an existing application, and doing that promptly is considerably better than waiting for the refusal.
The other half of eligibility: field of study
Separately from language, some graduates must have studied in a field linked to occupations in long-term shortage. This applies to graduates of college, polytechnic and other non-university programmes whose study permit application was submitted on or after 1 November 2024.
Bachelor's, master's and doctoral graduates are exempt from the field-of-study requirement. They still need the language result.
The eligible-fields list is maintained by IRCC and has been revised since it was introduced, so check it against your specific programme rather than against a summary, including this one.
What this means when you are choosing a programme
It changes the calculation on institution and programme type before you apply, not after you graduate. A college programme now carries two conditions a university degree does not: the lower language bar, and the field-of-study test that a degree is exempt from.
That is worth knowing at the point where you are comparing an affordable college diploma against a more expensive degree, because the work rights that follow are part of what you are buying. Our guide to postgraduate diplomas covers the same trade-off in more detail.
It also belongs in the study permit application itself, indirectly. An applicant who has thought about what follows the programme writes a more credible account of why this programme, which is exactly what the officer is assessing.
Check this against IRCC before you act on it
Every figure above was read off canada.ca on 9 September 2026 and is accurate as far as we can establish on that date. Canadian study and work permit rules have changed repeatedly since 2024, sometimes with little notice, and a page written in September is not a guarantee about December.

Does my IELTS Academic score count for the PGWP?
No. IRCC accepts IELTS General Training for the post-graduation work permit, and Academic is a different test. The score you used for admission does not carry over, so plan for a second test before your programme ends.
What IELTS score do I need for a PGWP?
For a university bachelor's, master's or doctoral programme you need CLB 7, which is 6.0 in each of listening, reading, writing and speaking on IELTS General Training. Has the required score gone up recently?
The levels have not changed since they were introduced on 1 November 2024: CLB 7 for degree programmes and CLB 5 for college programmes. What has tightened since is enforcement, in particular the documentation instructions issued in December 2025 and increased scrutiny of language testing generally.
Do master's graduates need to worry about the field of study?
